Dennis W. Holder Scholarship Fund was named in honor of Assistant Chief Dennis Holder, who joined the Houston Fire Department in 1957. During his 38 years of service, Chief Holder loved all Firefighters & their families and was always looking for ways to provide for their overall well-being. We strive to continue the legacy and the spirit he implemented during his lifetime.

Chief Holder Career Highlights

  • Established EEOC/Federal Court Approved entrance standards
  • Assisted and Implementated Houston/Harris County 911 System
  • Command of HFD Emergency Medical Services & coined the phrase EMS
  • HFD representative for affirmative action & employee grievance counselor
  • Coordinated maintenance of HFD Fire Stations and communication systems
  • Drafted legislation for State-wide fire protective clothing standards
  • Accessed fire ground and emergency operations, including equipment, personnel and training
  • Worked with the Texas State Legislature on pension and health reform for Firefighters
  • Instituted the "Holder Rule" which asks Firefighters to treat others as they would want their family members to be treated

Organization Bylaws & Articles of Incorporation were filed with the State of Texas in May 1998, establishing the DWHSF as a 501-C-3 non profit organization (EIN 31-1607749). Help us honor Chief Holder, a legacy and mentor to all Firefighters, with a gift.
